The truth is although a member of your family they are and always will be animals. I only trust my dog to be left alone with a select few people out side of my home and none of them include children. I agree with a previous comment
" I don't understand how they don't just pass a law that states that all dogs in the public should be muzzled and anybody who owns a dog needs to have a license.
1. It stops any dog attacks and
2. It still lines the government's pockets

It's a win win scenario for everyone "
I also believe you should have a licence to breed and as part of that licence a course in care of the animal/s you intend to breed/care for.
